“連合規約の下では、共通財源は各州によって供給され、課税の決定と徴収は州議会が担った（第VIII条）。連合会議は拘束力のある割当要求を行うことができたが、Federalist No. 15が指摘したように、実際には単なる勧告にすぎなかった。また、いかなる改正にもすべての州議会による承認が必要だった（第XIII条）。”
