“Under Articles 138-139 of the Federal Constitution, 100,000 voters may within 18 months propose a total or partial revision of the constitution, and the Federal Assembly declares an initiative wholly or partly invalid if it fails the requirements of consistency of form and of subject matter or infringes mandatory provisions of international law.”
Context. At federal level there is no popular initiative for ordinary legislation; initiatives propose constitutional amendments.
