EstablishedÅland's autonomy dates from a June 1921 decision of the Council of the League of Nations that the islands would remain Finnish with guarantees for their Swedish language, culture and local customs; the current Act on the Autonomy of Åland (1991) can be amended only by consistent decisions of the Finnish Parliament and the Åland Parliament, the latter by a two-thirds majority.
