Idea
A public fund invests resource or other public income and pays part of the returns to residents as a dividend.
Theory
It treats natural resources as owned by all residents and gives them a direct stake in their management. Some propose extending the model to returns from automation.
Real examples
- Alaska's Permanent Fund Dividend has been paid since 1982.
- Norway's Government Pension Fund Global invests oil revenue but does not pay individual dividends.
Critique
Dividend amounts fluctuate with markets and politics, and funds depend on finite resources. Paying dividends can compete with funding public services.
Results
Jones and Marinescu (2022) found that Alaska's dividend did not reduce overall employment, while part-time work increased.
