Stationary bandit

Also: roving and stationary banditsЧитать на русском

Mancur Olson's model of an autocrat who monopolises extraction in a territory and therefore has an incentive to limit theft and provide order, unlike a 'roving bandit' who plunders and moves on.

In more detail

In 'Dictatorship, Democracy, and Development' (1993) Olson argued that a ruler with a secure, long-term claim on a territory's output has an 'encompassing interest' in its prosperity and so taxes at less than confiscatory rates and supplies public goods. Democratic majorities can be more encompassing still. The model is widely used in work on state formation; critics note that many autocrats have short time horizons and remain predatory.
