Bicameral sortition

Also: legislature by lotЧитать на русском

A legislative design that pairs an elected chamber with a chamber of randomly selected citizens, each able to initiate and vote on legislation.

In more detail

Proposed by John Gastil and Erik Olin Wright (2018). Unlike advisory mini-publics, the sortition chamber would have lawmaking powers equal to the elected chamber's. Belgium's German-speaking Community has a permanent lot-selected Citizens' Council since 2019, but it advises rather than legislates.
