International IDEA

International IDEA describes itself as an intergovernmental organisation with an explicit mandate to support sustainable democracy worldwide. It works on electoral processes, constitution-building, political participation and representation, and the measurement and analysis of democracy, defining democracy as popular control over public decision-making and decision-makers.

The institute was established at a founding conference in February 1995 by 14 states. Its membership has grown gradually; France joined in December 2023 as its 35th member state. It is headquartered in Stockholm and has regional and country offices in Africa, Asia and the Pacific, Latin America and Europe, as well as a permanent observer mission at the United Nations.

• Global State of Democracy. The Global State of Democracy indices measure democratic performance since 1975 across categories and sub-factors of democracy; IDEA publishes periodic Global State of Democracy reports based on them. The Democracy Tracker, an interactive tool updated monthly, reports democracy-related events country by country.
• Electoral design. IDEA's handbooks on electoral system design, electoral management, direct democracy and political finance are widely used by electoral bodies and constitution drafters, together with comparative databases on voter turnout, electoral quotas and political finance regulation.
• Constitution-building. It advises constitution-making processes and supports comparative knowledge networks for drafters.
• Technical assistance. It works with electoral management bodies, parliaments and political parties on reform programmes.

IDEA is funded by its member states and by voluntary contributions for programmes from governments and multilateral bodies; recent examples include a four-year partnership of EUR 3.3 million with Switzerland (2023) and a Financial Framework Partnership agreement with the European Union (2026). As an intergovernmental body it is accountable to its member states through its Council.

• Government funding. Dependence on member and donor governments can constrain criticism of those governments and shape programme priorities.
• Measurement debates. Like other democracy indices, the Global State of Democracy indices rely partly on expert judgements and aggregation choices that researchers debate; different indices can rank the same country differently.
• Limited leverage. IDEA has no enforcement powers; its impact depends on governments choosing to use its advice.
• Western-centred models. Critics of democracy promotion generally argue that international organisations can export institutional templates poorly suited to local contexts, a charge IDEA addresses by emphasising comparative options rather than single models.
