“Title IV of the US Commercial Space Launch Competitiveness Act (25 November 2015) entitles a US citizen engaged in commercial recovery of an asteroid or space resource to possess, own, transport, use and sell it; Luxembourg's law of 20 July 2017 declares that space resources are capable of being owned.”
Context. The US Act makes the entitlement subject to applicable law, including US international obligations; critics question whether national resource laws are compatible with the Outer Space Treaty's ban on national appropriation.
