EstablishedThe Oregon Legislature authorised a CIR pilot in 2009 (House Bill 2895); panels reviewed Measures 73 and 74 in 2010. House Bill 2634, signed 21 July 2011, made the CIR permanent and created an 11-member Citizens' Initiative Review Commission.
