Established
The parliament presents the Bürgerdialog as distinctive because it is permanent and institutionalised: it rests on a decree of 25 February 2019, has an annual budget, a dedicated staff member and a standing Citizens' Council. G1000, which helped design it, calls it the first permanent citizens' council.
■
Established
The design had three phases: an online survey of priorities that gathered over 5,000 suggestions, a summit on 11 November 2011 at Tour & Taxis with about a thousand people in groups of ten, and a smaller citizens' panel. The organisers said results were deliberately non-binding.
■

G1000 continued as a Belgian platform for democratic innovation and, per its own account and the Ostbelgien parliament's, helped design the 2019 Ostbelgien permanent citizens' dialogue together with the Foundation for Future Generations.
