■
Established
Under the 1923 statute, as revised in 1928, the Zone was permanently neutral and demilitarised; an administrator executed the decisions of an International Legislative Assembly of consulate-nominated foreigners plus six Muslim and three Jewish Moroccans named by the Mendoub, subject to a consular veto; a Mixed Court replaced consular jurisdiction.
■
Established
Customs duties applied only to goods consumed in the Zone, and the 1925 Statute provided a free money market and an almost completely tax-free fiscal structure; after 1945 this supported a boom in banking, gold trading and smuggling.
◆
Theory
A 1957 field-staff report judged the regime unjust in social and economic terms: run by and for about 60,000 foreigners with little regard for about 120,000 Moroccans, and its business climate unregulated.
