Signal: Irish assembly recommendations are followed up unevenly

Ireland's biodiversity assembly reports high uptake by the government's own count, while the Dublin assembly's mayor proposal was still 'under consideration' in July 2026, more than three years after its report.

Dublin. The Dublin Citizens' Assembly (80 members, including 67 randomly selected residents and 12 councillors) proposed a powerful directly elected mayor and a plebiscite. A parliamentary committee reported in December 2023, advising a vote only after a draft Bill exists. On 28 July 2026 the Minister described both reports as under consideration.

Biodiversity. The Citizens' Assembly on Biodiversity Loss agreed 159 recommendations in January 2023. In October 2024 the Government reported over 90% as implemented or in progress, a classification that counts elements already in existing policy.

Hypothesis. Recommendations that fit existing policy may be absorbed faster than those requiring a new office or constitutional change. Two cases cannot show this; the atlas treats it as a pattern to test.
