Liquid delegation rule
- Each verified member has one vote on every ballot of {scope}.
- Members may delegate by topic or generally, and may revoke at any time before a ballot closes. A direct vote overrides a delegation.
- Chains are limited to {maximum chain length} steps; cycles are void; a delegate may hold at most {delegation cap} delegations.
- Delegations expire after {expiry period} unless renewed. Members are notified before expiry.
- A delegate's votes on delegated ballots are published with the delegate's name. Delegators can see how their vote was used.
- A delegate with a conflict of interest on a ballot must disclose it and return those votes to their senders.
- Identity checks follow {identity mechanism}; each person may hold one account.
