Variants of list proportional representation: in closed lists voters choose a party and the party's order decides who is elected; in open lists voters' preference votes decide which of a party's candidates take its seats.
In more detail
Closed lists, used for example in Spain and Israel, strengthen party discipline and allow parties to balance tickets, such as by alternating men and women. Open lists, used in Finland and Brazil, give voters choice among candidates but encourage competition within parties and personal campaign spending. Flexible lists, as in Belgium and the Netherlands, let preference votes override the party order only when a candidate passes a set threshold.
