Ward-level assemblies (grama sabhas) identified needs, development seminars and task forces turned them into projects, and local governments approved plans with technical support from volunteers. The campaign is one of the largest participatory-planning efforts documented anywhere; decentralised planning has continued in later forms under successive state governments.

Outcomes & controversies
Isaac and Franke document how plan funds and project choice moved to local bodies; Heller, Harilal and Chaudhuri (2007) find gains in participation and local service delivery alongside persistent unevenness between localities.
Post-mortem
The campaign phase gave way to institutionalised decentralised planning; the degree of participation in ward assemblies has varied over time and should be re-verified.
