“Livy's account of the Servian centuriate organisation says the cavalry centuries and the eighty first-class centuries voted first, that the second class was called only if they were divided, and that the vote very seldom reached the lowest class.”

Context. Livy wrote under Augustus about institutions centuries older; historians treat details of the Servian system as partly anachronistic, but weighted group voting in the centuriate assembly is not in doubt.
