“After Turkey's parliament formed a 51-member commission on the process in August 2025, the PKK announced on 26 October 2025 that it was withdrawing all its forces from Turkey to northern Iraq. On 10 August 2026 parliament passed, by 468 votes to 88, a law letting PKK members who lay down their weapons return to civilian life; the government said Öcalan's case falls outside it, which the PKK called a red line.”
Context. The law suspends some prosecutions and sentences for five to ten years and excludes serious crimes such as murder; France 24 described it as not a total amnesty. The number of fighters withdrawn in 2025 was not disclosed.
