“1923年の規約(1928年に改正)の下で、この地帯は恒久的に中立かつ非武装とされました。行政官は、領事が指名した外国人に、モンドゥーブが指名したイスラム教徒のモロッコ人6人とユダヤ教徒のモロッコ人3人を加えた国際立法議会の決定を執行し、これには領事の拒否権が課されました。混合裁判所が領事裁判権に取って代わりました。”
