- Article 4 replaces Article 118 of the Constitution; its last paragraph obliges the State, regions, metropolitan cities, provinces and municipalities to 'favour the autonomous initiative of citizens, individually and in association, for activities of general interest, on the basis of the principle of subsidiarity'. Approved in a confirmatory referendum called on 3 August 2001; in force from 8 November 2001.
